This case analyzes the causes and potential policy solutions to the emissions paradox in residential housing in Los Angeles that reveals the racially inequitable distribution of costs and rewards. Solutions will help reduce energy usage in lower income homes which disproportionately spend more on energy and emit more greenhouse gasses compared to higher income households.
