In 2013 Detroit went bankrupt, and the Detroit Water and Sewerage Department (DWSD) decided to collect overdue water bills to increase its revenue. The resulting enforcement terminated thousands of residents' water. Compounding issues of poverty and poor housing quality have resulted in excessive water bills for Detroiters and over 170,000 being at risk of shutoffs.
